The short answer is no. Rehearsal letters are one of those things, which not
being essential to the musical information, are moved around to avoid
collisions. Almost everything else takes precedence over rehearsal letters. I
generally have set them so that they avoid the top of the treble clef by a
fraction of a space, then tweak them from there as necessary when they show up
mid-system.

As for repeat lines, I set them to the height that will apply to the most parts
possible, then tweak all the others. If I use the height that is good for chord
parts, they will be too high for almost all the other instruments, except maybe
flute and trombone. It continues to drive me nuts that multi measure rests
inside a repeat ending will cause the repeat lines to be partially uneditable
in page view because the handles are hidden. I have to switch to scroll view to
drag them over. It also continues to drive me nuts that old files need constant
hoop-jumping-through to get repeat endings to appear on all staves. New files
seem to be okay.
