Yeah, it's been happening ever since linked parts started. Often it occurs when you have copied a passage with staff styles, but I have seen it even when I apply them fresh.
Fortunately, there is an easy fix. Once all the staff styles are in, and before creating multi measure rests, you select ALL in the score with the Staff Tool, then Staff Menu>Use Selected Staff Styles for Score and Parts. This has become automatic for me, because I see it all the time. I am presently in 2012.
