I found an option in Mass Edit called "Fit Music" that looks like it will do it, provided I select all the bars to lock (possibly on a per-system bases), but have not found any way to show the locks. There is no option under View for that that I can find.
Nor is there any way that I can find in the Page Layout Dialog. (Remember that hideous beast?)
