I have notified MM of this bug more than one year go and they confirmed the behaviour. This is a workaround I found out (not confirmed by MM): set "Rhythmic Feel" in a Human Playback style "Custom" to 0%. All note dropouts did disappear on my PC, although I am not sure if this is true for every MIDI/VST environment. But it seems like the "Rhythmic Feel" is the only parameter that creates an overlapping note-on/note-off with repeating notes.
It's sad that MM doesn't take these HP issues too seriously as it limits Finale's playback qualities.
