Your solution with the measures up front is the way to go. You have the most control that way. You can force-hide the staff for printout purposes, and put the extra bars on their own system and drag them off the page, or else hide the rests and give them a width of zero. Adjust the measure number region to start on the first bar of music.
Or have a separate playback file, if kludges drive you nuts.
