Attaching titles to a specific measure as expressions will get you on the right page and approximate position, but as far as I know there is no way to specify the position of an expression as centered on the page (which is what I want for titles). I'm still making titles page-attached text blocks and adjusting them in the parts, but I'd be happy to discover a better method.
