This is a long-standing bug, going back to the first version with linked parts.
While in the score, Staff Tool. Select All, then from the Staff menu select "Use selected Staff Styles in all parts and score." Do this at the end of your work on the score, before working on parts, and before you create your multi measure rests. They claim to have fixed it, but they didn't.
