I think "Playback Effect" only affects the values that can be set in the articulation designer (i.e. duration, attack and velocity). Other effects like the fall/glissando are created elsewhere - usually in the human playback settings. For example you can switch off "Glissandi&bends" in the HP Custom Style settings, or set Glissandi to "Chromatic" instead of "Pitchbend" (or vice versa) which may sound a little better.
Or: if you don't want to affect all glissandi, simply use a text expression instead of an articulation. It will not be detected by human playback.
