As the drum instruments won't be different in every measure, I would assume that you could change at least each song, phrase, groove etc. with the same settings. Then it will probably be far less than 2300 changes.

If percussion staff (which would probably be the right choice), then which percussion map/layout do you use ? Does the percussion map/layout match the drum instruments used in that part ? Instead of fixing this in Finale, it might even be an idea to fix it directly in the MusicXML file with a Find+Replace function from a text editor. For optimal MusicXML conversion: Do you use the latest Dolet MusicXML plug-in when exporting from Sibelius/importing to Finale ? Do you freeze the layout before exporting to MusicXML ? (see http://www.rpmseattle.com/of_note/freeze-magnetic-layout-in-sibelius-to-improve-musicxml-export-to-finale/ ) Maybe you could*post a short excerpt from the file* somewhere ? 3 measures or so should be sufficient. Without seeing the settings, it probably won't be possible to help.
