Why ? As the drum instruments won't be different in every measure, I 
would assume that you could change at least each song, phrase, groove 
etc. with the same settings. Then it will probably be far less than 2300 
changes.

Why ? Do you use a percussion staff or a standard staff ?
If percussion staff (which would probably be the right choice), then 
which percussion map/layout do you use ?
Does the percussion map/layout match the drum instruments used in that 
part ?
Instead of fixing this in Finale, it might even be an idea to fix it 
directly in the MusicXML file with a Find+Replace function from a text 
editor.

For optimal MusicXML conversion:
Do you use the latest Dolet MusicXML plug-in when exporting from 
Sibelius/importing to Finale ?
Do you freeze the layout before exporting to MusicXML ? (see 
http://www.rpmseattle.com/of_note/freeze-magnetic-layout-in-sibelius-to-improve-musicxml-export-to-finale/

Maybe you could*post a short excerpt from the file* somewhere ? 3 
measures or so should be sufficient.
Without seeing the settings, it probably won't be possible to help.
