Choose the Toolbox. Then the Note Shape Tool -- the one with the asterisk. 
Click the measure then select the notes you want to change by double-clicking 
their boxes. Choose whatever symbol you want for the note heads in the window 
that opens. The quarter-note head is number 207 on my version of Finale-Mac.
