I have tried to recreate thw situation and I get no phantom clefs. But now I remember I had a similar problem, do not remember exactly how it was, but I had problems to get the mid measure clefs in the right position, and I assumed it was a bug. All I remember was that measure numbering was the issue, do not remember if it was because I had a pickup measure (it was not my file, someone else had made it and I was just formatting), or there were hidden measures (vertically) or the measure numbers was not continous (there were some measures not counted). Or maybe it was just that there were measure number regions. Maybe that is a possibility. Other option might be the use of voices, but it does not look like that in the fig. I suggest you delete the measure, reeenter the music all in in G clef, select the last notes only when in clef tool and press 4 to change the clef, do not use the right click window select.
