Umm, I think Allen is talking about MUSIC spacing, not staff spacing. You need 
to preserve staff spacing, right? Distance between staves in a system? 

I would have assumed that Finale remembers the space between system NUMBERS, 
regardless of content. This is where TG Tools might come in handy. If you ever 
had to create a new system in the middle of a document, you could use TG Tools 
to copy all the spacings after the new system one system later.

In any case, if I had a lot of this to do, I would export the Finale as PDF, 
and write the text in Word and export in PDF, then use Adobe Acrobat or some 
other PDF manipulator to assemble the pages of text and music and add page 
numbers. Finale is very frustrating when it comes to this kind of thing.
