Although I’ve never used it, I think that’s what Finale means by “Time 
Signature Spacing”.

You should be able to accomplish the same thing with the right settings under 
Music Spacing Options.  I’m in an older version of Finale, but for me that’s 
under Preferences > Document Options > Music Spacing.  Go there and turn off 
all the options, then click Spacing Widths and set the Scaling Factor to 2.

My understanding of Scaling Factor is that 1 equals all notes the same spacing 
regardless of duration, and 2 equals all notes exactly proportional to note 
duration.  Numbers in between are a compromise between the two.  (Finale’s 
default sets this compromise at 1.618, which is about the right balance and 
coincidentally happens to be Fibonacci’s “golden ratio” allowing them to 
advertise their “Fibonacci spacing”.)

The idea here is that you want a Scaling Factor of 2 for your basic spacing and 
then you need to also turn off anything else that will make additional unwanted 
adjustments to spacing.
