I’m not sure I understand the question. How would adding another staff NOT affect the layout? It makes every system exactly one staff taller.
You can choose the new staff everywhere except the place you want it with the Staff Tool and select Hide Empty Staves. This only works in Page view. For Staff Sets (in scroll view) you would have to redefine them to exclude the new staff. I am guessing you have Violin 1 split into two staves for a brief passage, or something like that? This is the way to do it. You also have to add the new staff to the existing Violin 1 part and create the Group while in the part.
