I think the fermata should go right above the individual note it affects, and then the tuplet marking should go above that. In the case of 8th-note tuplets, where often there is no bracket along with the tuplet number, I think that on that particular tuplet using the bracket along with the number can make things clearer when a fermata occurs. -- ***** David H.
