quill.com has 12x18 paper -- you'd need to cut it, but you'd end up with 
the right size.  A case of 2500 sheets of 24-lb paper is $79.99.

You could also contact a local mom&pop type print shop -- they may be 
able/willing to locate some precut paper, or they could order the 12x18 
paper and if it's a print shop of any quality, they'll have razor-sharp 
cutters and for a small fee they'll cut the paper for you.  If they 
don't want to order the paper for you, ask them how much they would 
charge if you were to bring in a case of 2500 sheets and have them cut 
it for you.

Printer settings would of course depend on the printer driver, which 
would be different for each printer.
