If Finale itself is the source of the bug which doesn't output placed
graphics correctly, you're right -- a different pdf engine wouldn't make any
difference.  However, the Finale pdf exporter has been seriously broken for
a long time, tending to strew random characters across pages which have lots
of tuplets (among other problems).  Makemusic verified this bug years ago,
but apparently still hasn't gotten it fixed (the pdf exporter is 3rd party
software, so they can't fix directly).  Additionally, the Finale built-in
pdf export is very slow and produces humungous file sizes, up to 10x other
print-to-pdf solutions; I recommend avoiding it if at all possible.  I've
evaluated many of the print-to-pdf apps, and IMHO the best is Bullzip, which
is fast, full-featured, produces very small file sizes, and is solid as a
rock.  Plus it's free for individual use:
