Mass Copy copies "Note Position Adjustments" (adjustments made with the Note Position tool in Special Tools.)
The next version of Mass Copy will copy beat chart elements from on arbitrary measure location to another. I can't tell from your example if either of those capabilities addresses your issue even partially.
