This is a new “feature” that is turned on by default in the new versions. It might be useful for an amateur who doesn’t know instrument/voice ranges, but for pros it’s annoying as heck.
To turn it off, Finale menu>Preferences>Edit, uncheck “Respect instrument ranges when copying or changing instruments”. Save preferences and it will never bother you again… until the next update.
