Yes. You have to edit the Slash Notation staff style to do it. Right-click 
where the blue shows the staff style, and select Edit Staff Style. About 
halfway down the window on the right, there is box called Alternate Notation 
which is checked. Click that to edit it. When the new box opens, click the 
boxes to show Items In Other Layers so that the notes and things show normally.

While this works, I often find that the slashes interfere with the notes I want 
to put. So I resort to the old-school slash notation method from before Staff 
Styles existed, which is to enter four quarter notes and manually edit the 
noteheads into stemless slashes. That way I can put the slashes anywhere I like 
on the staff, and of course items in other layers appear normally.
