Try it again. I just downloaded the tarball using 'fink fetch'.
Here's my method to skip files:
fink list | grep ("i")
gives the list of updatable packages.
Since most fink package operations will work (sequentially) on multiple
packages, you can 'fink update' the list of packages that need updating,
leaving out whatever package has been giving you trouble.
Example:
fink update tar grep zlib
updates those three packages, if updates exist.
