Running "fink install ircii" gave you this message? What then do you get
from a "fink list ircii"? Does the package show up, and if so does the
version number match what you're expecting to see? Does it have a leading
" i ircii...", or is that I missing? (If it's there, it's installed; if
it's in (parens) then it needs to be updated; if you only see spaces then
Fink is aware of the package but doesn't think you've installed it.

Again, in what way does it not work? Does it do nothing? Does it produce
an error? What error? The make stuff you listed earlier?
One thing to try would be to copy the updated descriptor files from
unstable to local, provided that you in fact have the updates (which I
would assume you do).
% sudo cp ./unstable/main/finkinfo/net/ircii-20020322-1
./local/main/finkinfo/net/
% sudo fink install ircii
Assuming that local is part of your Trees line in /sw/etc/fink.conf (and
by default, I think it should be), then this will find and allow you to
build the updated ircii package.
