Yes, this is a band-aid and you are right to identify it as such.  There
have been a number of difficulties in getting Fink packages coordinated
with the external teTeX installation, but they should now be solved.

If I designed the band-aid correctly, each user should have to go through
this "remove and reinstall" process at most once -- future upgrades should
be normal.   I do hope that you succeeded in upgrading by following the
instructions which the warning message provided.  In fact, all of the
compiling which Fink did prior to that warning will be taken advantage of
-- this is just a brief interruption in your install process.
