I think you can just back up the /sw/fink tree. This will include

 * your full catalog in /sw/fink/dists
 * your installed packages in
   /sw/fink/dists/{unstable,stable,local}/main/binary-darwin-powerpc
 * the symlinks to your packages in /sw/fink/debs

That should be complete enough for backup purposes. To be more complete,
you can also get config stuff from /sw/etc, and data from /sw/var, but to
just restore the software /sw/fink should be enough.
