Not all packages exist as precompiled binary. It seems you have to
compile figlet yourself (this seems to be an exception, though, because
its info file is in the 0.4.0 distribution and the deb is missing, maybe
an oversight indeed).

There is a big change of adresses at sourceforge going on right now. You
will either have to wait until this is reflected in updated versions of
the fink info files (which already happened for some packages, but
apparently not yet for dpkg), or get the tar.gz manually and place it
into /sw/src/ where fink will then find it. The new URL is

http://unc.dl.sourceforge.net/fink/dpkg-1.9.20.tar.gz
