Assuming you have downloaded and installed Fink 0.4.0a and followed
the instructions that came with it, yes, you would need to install xfree86-base and
most
likely xfree86-rootless.
You might also want have a look at FinkCommander:
http://finkcommander.sourceforge.net/
You'll also need a window manager, I suggest OroborOSX from:
http://wrench.et.ic.ac.uk/adrian/software/oroborosx/
Personally, even for a person just starting out with fink, I would recommend
using FinkCommander to set fink up to use source rather than binaries.
