No, not if you only use the binary installer, and dselect/apt-get to 
install stuff.

However, you *do* have to have the BSD-subsytem installed (it's 
installed by default anyway, though). And you *do* have to read the 
quick step install instructions at least, otherwise your PATH 
environment won't be setup correctly :-) So go over there, read the 
docs. But of course if the problem persists, feel free to get back 
here. Please include the system version you use (can be obtained via 
'sw_vers'), the version of Fink you use (fink --version), and what 
the *exact* nature of your problem is (i.e. include error messages).
