The binary distribution gets updated less often and doesn't have all of
the available packages, even for those that are in the stable tree.  In
addition, there are even more packages which are rated as unstable for
fink (though the upstream people may rate it as stable).  These aren't
made into binaries, except for KDE (because of the hideously long build
time).

Not as far as I can tell.  It looks like they just get dropped off in
/sw/var/cache/apt/archives.  Packages that you build yourself _are_ put
in the correct section.
