What probably happened is that before you were interrupted, the 
directories stable, stable/crypto etc were created, but the interruption 
happened before the CVS subdirectories in each directory were created 
and populated. Therefore cvs doesn't know what to do inside each of 
these directories and complains about it.

What I would try is to wipe the "stable" directory clean and then 
retrieve it from cvs:

   cd /sw/fink/dists
   sudo rm -rf stable
   cvs -z3 update -d -P

This assumes that the CVS directory inside /sw/fink/dists is correct, as 
it seems from the messages you are getting.
