The answer is that it's not yet rated as stable (for fink purposes--it's
probably quite usable); a new fink installation is set up by default to
look for stable packages only.  Check out 

http://fink.sourceforge.net/faq/usage-fink.php#unstable

for info on how to deal with installing such packages.
