This seems to be the main complaint of dpkg. Maybe you can appease her 
by doing

   touch /sw/var/lib/emacsen-common/installed-flavors

Then the force-removal might work.

I have a vague recollection of going through a similar nightmare and 
then deciding that I wouldn't touch GNU emacs from fink any more. I am 
a happy user of xemacs who does not participate in this complicated 
emacsen-common business.

/usr/local is a no-no for me and another reason not to install this.
