Well, I don't know anything about pico. However, being a text editor, I
would imagine that pico will open up any text file (including rtf, which is
another text file format).

Yes, that is correct. TextEdit (and all Mac app. I believe) do not set "show
extension" as their default file name. If you were to check the "show
extension" button at the Save dialog box, you will end up with ".cshrc.rtf"
as its file name.
