Yes.So ... since I had just reinstalled the 10.2 SDK and updates, and since I had checked/fixed the file permissions etc, that the problem is something fundamental to the system and I should go ahead and reinstall
This is more and more looking like the thing to do, indeed.... or perhaps I can rebuild the kernel - I think I have instructions to do that in one of my books...?I have never had the courage to do this on OSX (on linux this is the first thing to compile, in general). And the problem might not be the kernel, but some supporting libraries in /System.
