You need to do the upgrade procedure:
http://fink.sourceforge.net/news/jaguar.php

fink 0.4.1 is for OS 10.1:  many packages built on 10.1 don't work
properly on 10.2.

That way you don't have to uninstall anything, or risk running the
installer again.
