Prepare to ROTFALYAO 'cuz I'm obviously missing something very fundamental.
As I read the docs/faqs/web pages de jure, FINK is supposed to be
able to DOWNLOAD, etc. packages given their name. So far, nothing
I've tried typing in the way of invoking fink has been willing to
even look at the 'Net. It persists in being happy telling me about
the packages that the bootstrap procedure installed or telling me
that this or that package I specifically ask for (pick anything from
the package database; gimp, say) is not available, as in...
%fink install gimp
sudo /sw/bin/fink install gimp
