Conclusion:
Re-installing August dev tools DID something (I now get GCC version 1161, rather than 1151).
gcc version is still labelled 3.1 20020420 (prerelease), with or without August update.
We definitively live in a strange world... I was darned sure I installed the #11&�@&� upgrade...
As I said before, August 2002 Dev Tools 10.2 Update.pkg was present in the /Libraries/receipt directory...
One of those things...
