I know because I don't have either one, on none of the machines I run OSX on. I find them messy.
The solution with startup scripts in ~/Library/init/tcsh/* is much cleaner. But people who use this configuration are supposed to know what they are doing, so for the new fink user, the advice should remain to use .cshrc or, if it already exists, .tcshrc. Or maybe simply .tcshrc for everybody.
