Did you install fink already? If not, the first thing to do install fink, of course.
Here is an instruction for it:

One of the requirements is to have Apple Developer Tools on your machine. You can get it at:
http://developer.apple.com/tools/
For cross-compiler, fink should provide a package, though I've never tried it.
Everybody feels more or less stupid at first even if they are really not. ;-)
