I suspect you did not install all four of the fink xfree86 packages.
They are all compiled, just not installed. What does "fink -t list
xfree86" give?
You probably need to say
fink install xfree86-rootless xfree86-rootless-shlibs
Did this too:
[MacG4a:~] rnagle% fink install xfree-rootless xfree86-rootless-shlibs
sudo /sw/bin/fink install xfree-rootless xfree86-rootless-shlibs
