You can install the binaries using the low-level dpkg command: dpkg --install <full file name>
where the latter means that you have to give the filename, including path information, rather than just the package name. If /sw/fink/debs is still intact, you can use the symbolic links there as your filenames, rather than having to look in all the various sections. The drawback to this is that it's not automatic: if there are missing dependencies, you'll have to install them manually.
