It may be you dont have the .patch and .info files in place??
The last two times I reinstalled Fink, Ive held on to the rather large directory of .debs I had accumulated. When I reinstall, I just copy em over and scanpackages/index and voila. Finkcommander shows a rather nice list of archived packages that install no problem.
