It seems accessible now on my machine.  The server was misbehaving for me
yesterday as well. 

There are a couple of reasons you hadn't seen anything about this problem on
the list:

1)  I believe you may be the first one to post on -beginners concerning it.
There have been posts on -users and -devel for a while.

2)  I just put the FAQ entry up yesterday.

Actually, updates to the FAQ technically are posted automatically, because
updating the FAQ involves committing to CVS just like a package.  They
aren't in the Fink RSS feeds (though possibly they should be), but are sent
to fink-commits.  Since -commits generates tons of traffic, it's probably
preferable to check the online archives.  If you search for faq.xml , that
should get you every change that gets made.
