It's really up to you: the same issues come up on -users as -beginners typically. They frequently show up on -users first because more people who run from the unstable tree post there--they no longer consider themselves beginners.

I guess it's kind of a self-identification issue.

The update emails would go to both--because I know not everybody is subscribed to both.
