That's standard when you run X in rootless mode: you can't click on the desktop to do stuff. I don't know if there's a taskbar option available, since I haven't used fluxbox
Last question, I can't seem to start more than one client in xinitrc. Here's
what it looks like (and only the 1 xterm comes up):

fluxbox &
exec xterm -geometry 90x30+0+0
exec xterm -geometry 90x5+0+640
That's because it stops executing after the first xterm (since it doesn't have an & after it). If you use
fluxbox &
exec xterm -geometry 90x30+0+0 &
exec xterm -geometry 90x5+0+640
this will execute both xterms, and closing the last one will close X. If you'd rather have the windowmanager stay open, then make it the last item:
exec xterm -geometry 90x30+0+0 &
exec xterm -geometry 90x5+0+640 &
fluxbox
------- end ---------
