The July 2002 version is right for 10.2.x , although Fink recommends the December 2002 version for some packages. It must be something else then. If you look under
/sw/src/sed-4.0.5-1/sed-4.0.5 you should find a file called config.log (which was mentioned in your error message). This may have some information that will clarify what's going on. -- Alexander K. Developer/Documentation/ReleaseNotes/CompilerTools.html states that "These notes are for the 10.1 release of the compiler tools".
