The July 2002 version is right for 10.2.x , although Fink recommends the
December 2002 version for some packages.  It must be something else then.
If you look under 

/sw/src/sed-4.0.5-1/sed-4.0.5 

you should find a file called config.log (which was mentioned in your error
message).  This may have some information that will clarify what's going on.

Mac OS version is 10.2.6. I can't find anything that says anything like 
"This is Developer Tools version x.x". The Developer Tools cd has text 
stating it is for OS X v10.2 or later and is dated July 2002 and below 
that date is 691-3744-A . The file 
Developer/Documentation/ReleaseNotes/Documentation.html doesn't seem to 
mention a version or I missed it. 
Developer/Documentation/ReleaseNotes/CompilerTools.html states that 
"These notes are for the 10.1 release of the compiler tools". That 
doesn't seem like useful information; is there a file somewhere that 
will explicitly state the version of the Developer/Tools?
