My questions are as follows:

1) Why is it even bothering to try to download an X11 implementation? nmap is a simple command line program.

2) Is it a typo, or is there actually some meaning to "install system-xfree86 resp. system-xtools"? I have searched google, the fink website, and the archives, and am coming up blank. Any assistance would be greatly appreciated,

Alright-

I answered my own first question. Fink has an X11 version (nmap) and a NON X11 version (nmap-nox). The NON X11 version compiles just fine. (I am still curious about question 2...)
