I had the same problems compiling apt - and it was also with policy.cc ... so you're not alone.
Also shows that i'm not mad nor hallucinating either!!
Perhaps it's a problem with the current version of apt?
Anyone else had troubles with this?
0.5.4-8 is definitely *not* the newest version of apt. =)
Try a "fink selfupdate" and give it another shot.
