First you should try to do a standalone installation of the depency 
files for fink-prebinding. Type a fink install bzip2-shlibs or 
libiconv or libiconv-bin or ncurses-shlibs and see what happens. If 
one installs try afterwards a fink install prebinding and see which 
depencies are still left if it doesn't install and install them 
standalone too. If fink-prebinding now installs it was a bad 
depencie in one of the package descriptions.

If this doesn't help either, I once had a similar problem with 
another programs depencies and I solved it with installing the 
binary version of the package causing trouble, running fink 
selfupdate-cvs again and afterwards doing a fink install of the 
latest package that caused the error and then finally all depencies 
for the original program could be solved. In your case this would 
mean to call a "sudo apt-get fink-prebinding" (hopefully there is a 
version avaible via apt-get), then run a fink selfupdate (or 
selfupdate-cvs if you haven't switched to rsync yet), and then do a 
fink install fink-prebinding to get the latest version.  

If you stil have problems then which version of the gcc are you 
currently using for compiling or better which Version of the Apple 
Developertools do you have installed? There were some problems with 
the June/July Update of the Apple Developertools which brought 
gcc3.3 along and the fink distribution up until two days ago. At 
this time there was a mail "The State of fink". In it is described 
on how to use the *August* Update of the Developertools and fink. 
That works fine for me here on 10.2.8.
