1. I did a clean install of Panther
2. During the install I selected the X11, Xcode options
3. I installed fink and it kept having trouble functioning with what appeared to be issues with apples X
4. I removed both fink and X
5. Pick up your "Mac OS X Panther Install Disc 3" CD, go to "/Packages" folder and install "X11.pkg" package. Switch to "Xcode Tools" CD, and install Developer.mpkg to have developer tools. When you finish to install developer tools, go to /Packages folder in the CD and install "X11SDK.pkg"
Note: I was under the impression these things would of been installed by the way I installed panther but that does not appear to be the case
6. I tried to install fink at this time and it worked as expected but fink has real issues with panther so your mileage may vary, it has been suggested that fink be installed from the source files, the fink team though is, I am sure, working diligently to improve its function and ease the installation process.
7. I updated fink and installed gtk+, etc...
8. I then used fink to install the packages I wanted, for those interested (fortune, ethereal, nmap, xnmap, and for fun xgalaga!) then X11
9. Then I installed Nessus
10. Everything worked.
I think the tricking of the system to see x11 initially then remove it so fink could install and its reinstallation was some how key. Not sure though but this worked for me and I hope it does for you as well.
