Just out of interest, if the libmath++dev package is needed then why isn't it a dependancy? I had to install it myself. Also, if the compiler knows that a ranlib is necessary why doesn't it just do one?
libMathCommon.A.dylib is a system library, it's not part of Fink.
But the question asked by Gary was a good one: Why does there have to be a FAQ about toc of /sw/lib/libintl.a being out of date?
This should not be a user's job to run sudo ranlib on something installed by fink. I don't know what this "out of date" actually means and where it comes from, but its appearance surely is a bug in either the package supplying libintl.a or in the package using it.
